Position Summary

The Transportation Management Specialist I perform tasks such as program planning, program evaluation, and technical advisory assignments that require the application of basic knowledge of traffic management principles and technical traffic functions. Provides assistance to the Traffic Management Specialist II.


Essential Functions of the Position

Assist with the daily department priorities and work outlined in transportations SOPs and the PWS.

Uses DSS, WMS, and other Government Data Systems to perform the requirements in the PWS.

Assists and performs other relevant duties as assigned.

Schedules and coordinates carrier pick-up and delivery of freight.

Coordinates a variety of administrative duties essential to the management of the transportation office.

Coordinates freight shipments and transportation support functions.

Uses a variety of office automation technology to accomplish assignments.

Completes, verifies and processes all documentation associated with the shipments.

Plans, coordinates, and controls shipment of material and equipment. Prepares shipment documentation for material and equipment shipped to include hazardous materials.

Provides advice and assistance to customers concerning all aspects and phases of the DLA Distribution Depot transportation and distribution functions. Provides status resolves problems, prepares reports, and traces shipment upon requests.

Determines the most efficient economical rates and routes to destination involving domestic outbound and export shipments

Performs the classification, rating, routing, and movement of a wide range of commodities, which includes hazardous materials.

Plans shipping dates, material pick up and loading times of equipment and material to be shipped from DLA Distribution Depot to other government activities, both overseas and CONUS.

Verifies transportation costs and contacts carriers

Determines economical routing based on the technical review of guides and tariffs.

Reviews automated documentation for all types of shipments taking appropriate action to correct any invalid, void, or missing information.

Schedule/confirm delivery appointments utilizing CAS.

Performs daily filing of shipping documents; turn in shipping documents to DACs-RM for scanning on a daily delivery schedule.

Verify information on DD1348/DD1149 and visually inspect the material to identify and induct/transship information into DSS.

Performs freight shipment and transportation support functions. Initiates freight release creates vehicle load orders for a variety of modes, and recommends changes in routing and or mode of transportation for more economical rates to meet required delivery dates.

Considers the urgency of shipments, and availability and speed of carriers before making routing/release decisions. Reviews automated documentation for all types of shipments taking appropriate action to correct any invalid, void, or missing information.

Maintains equipment control to assure that the equipment arrives, is loaded, and dispatched within the specified time frames


Supervisory Responsibilities

No direct supervisory duties.

Physical Demands

Required to walk, stand, sit, and move about the property for extended periods of time.

Required to performs physical activities that require considerable use of the arms and legs

Work Environment

Indoor/Outdoor; exposure to external environment desert, hot, cold, windy conditions.

Noise level can range from minimal to intense.

Minimum Qualifications

High School graduate or equivalent.

Must have warehousing experience.

Must be able to speak, read, write, and understand English.

Ability to multitask and demonstrate diligence.

Must be dependable, responsible, and able to fulfill obligations.

Possess a Valid California Drivers’ License.

Must have TA authority

Must have an active Secret Security Clearance

Three (3) years’ experience utilizing Distribution Standard System, WMS, or equivalent.

Minimum three (3) years of verifiable experience in transportation and freight movement.

Two years of problem solving/conflict resolution experience

Must be knowledgeable about and able to apply transportation regulations, policies, procedures, and practices to perform a wide variety of interrelated and nonstandard transportation support assignments and to resolve problems involving a wide range of specialized shipments.

Knowledge of transportation automated systems and functional areas and their relationship with other functions to conduct extensive research for information needed to restructure and reconcile incomplete information.

Requires Hazardous Materials Preparer Certification IAW Defense Transportation Regulation (DTR) Part II, Cargo Movement, Chapter 204-7, Training, DLAI 4145.3 Preparing Hazardous Material for Military Air Shipment, and DLAI 1307, Hazardous Material (HAZMAT) Training for Packaging and Transportation Personnel Process Guidance.

Security Requirements

Must be a US Citizen.

Must be able to obtain and maintain Base access and the Common Access Card (CAC)

Must be able to pass a National Criminal Background Check.

Must have and maintain an active Secret Security Clearance
