Job Description:

This position is contingent upon contract award.

The Property Book Team Chief will be responsible for the management of Contractor personnel performing work at each site. The PBTC will be the primary Contractor POC through which each site PBO / Responsible Officer (RO) will coordinate Government requirements. The Property Book Team Chief will have at least ten (10) years of property management experience. The PBTC will be a highly skilled with GCSS-A and will possess in-depth knowledge of supply program relationships, concepts and methodologies pertaining to Supply / Property Book Accountability and supply areas of logistics operations. Experience at the Division property book level required. Must be totally fluent in English and be able to articulate in both written and verbal communications. Security Clearances – Applicant will possess SECRET security clearance at time of application. Passport and Visa – Contractor personnel will have a valid passport and any required Visa(s) valid for the entire period of performance of the Task Order (TO). Responsible for accurate accountability of all assigned PDTE assets. Establishes procedures, supervise staff, schedule workloads, schedules inventories as well as any required reconciliations. Assist in property management operations, including developing accounting procedures and equipment transfers. Supervise a team of data entry clerks for the automated management and accountability of Army PDTE assets. The contractor shall manage the Installation and Table of Distribution and Allowance (TDA) Property Book. The PBTC shall provide services in support of asset requisition, receipt, short-term holding, inventory, issue, redistribution, classification and turn-in;, maintaining hand receipts/annexes, property book adjustment reports, reconciliations, serial number tracking and unique item tracking. The contractor shall use the appropriate property book Logistics Information System (LIS) for transactions, accountability and reporting. The contractor shall interface with program and item managers for Force Modernization Equipment Fielding Support of new and critically short equipment. The contractor shall perform these functions in accordance with AR 710-2, DA PAM 710-2-1, AR-735-5, CTA 50-909, CIPBO Standard Operating Policy (SOP), Property Book Unit Supply Enhanced (PBUSE) End User’s Manual, AR 840-10, and AR 25-400-2. Responsible for reviewing all AAR's, issues and signed documents requiring the authentication and/or approval of the Accountable Property Officer. Have an extensive knowledge of supply regulations, policies, and procedures required to monitor a Division's Property Book. Extensive knowledge of automated supply systems (PBUSE) to review data input and retrieves data reports. Possess knowledge of the lateral transfer process, initiate documentation and ensure close-out documentation has been posted. Manages/supervises team of data entry clerks and an administrative clerk that are responsible for the automated management of Army PDTE assets. Vast Knowledge of property book and accountable officer's functions. Interacts directly with Active Army PBO's and their staff to coordinate and facilitate induction and re-issue operations as well as execution of lateral transfer directives. Perform class IX, VIII, VII. IV and II equipment on hand analysis and identifying potential shortages and manage requisitions and due-ins, where applicable utilizing both SARSS and PBUSE. Prepare monthly sensitive item reports and ensure inventories are conducted. Responsible for accurate accountability and oversight of all assets assigned to the PDTE program during turn-in and issue activities. Schedules periodic inventories of equipment in storage. Ensure temporary loans and directed lateral transfers are accomplished within established/provided guidelines.

EDUCATION and/or EXPERIENCE:

• Supply Management • Supply STAMIS (GCSS-A); user level • Experience at Division level required • BS degree desired • No less than 10 years experience • Fluent in English both written and verbal
