Job Description:
CETARS ADMINISTRATOR/TRAINING TECHNICIAN

Contractor shall provide Training Technician support in the Training/Operations Department of NAVCONSTRACEN Gulfport, Mississippi, a multi-service, joint training environment (Army, Air Force, and Navy). This position is responsible for providing assistant level support of technical, specialized, or support nature in the field of education and training. Performs specialized training support assistance using CeTARS to the following locations:

• NCTC Gulfport, MS

• CSFE LS Sheppard Air Force Base, TX

• CSFE LS Fort Leonard Wood, MO

• CENSECFOR LS Gulfport, MS

The Contractor shall perform the following tasks:

• Organizes, collects, analyzes and presents information related to the current and future workload for the four learning sites.

• Maintains student/class file management databases, selects the most appropriate guidance, determines which of several alternatives to use.

• Provides CeTARS coordination to include systems administration and database management.

• Prepares weekly reports for management describing recurring problems that cause significant delays.
Requirements:
• Collects analyze and records statistical data pertaining to such items as student enrollment, effectiveness, and utilization of educational or training programs.

• Verifies the accuracy of data and takes appropriate corrective action when warranted; runs analyzes and distributes special reports from CeTARS. When standardized report formats are not available, consults with the requestor to determine data needed, designs/develops specialized report format and provides report output to the requester.

• Researches gather and assemble weekly data reports, requiring close coordination from among numerous points of contact including Army/Air Force personnel and the activity’s four supported learning sites.

• Conducts statistical analysis, evaluates trends for student awaiting instruction/individual account pipelines and ensures mathematical computations are accurate.

• Reviews validate and produce student tracking/status reports.

• Conducts analysis between data produced and CeTARS statistics, resolving or addressing discrepancies.

• Performs a wide variety of manpower support analysis tasks.

• Serves as the schedule for “A”, “C”, “D”, “F” and “G” schools for NCTC Gulfport and assists learning sites in developing "A" school schedules, ensuring schedules are inputted properly and maintained.

• Ensures quotas are loaded into the CeTARS, Army Training Requirements and Resource System (AATRS) and Oracle Training Administration (OTA) Quota Management System.

• Maintains a comprehensive course/training directory/schedule. Liaises with customers who present CeTARS issues or queries and provides ad hoc information as required.

• Assists course managers in the review of all course materials as they relate to the analysis, design, and development of various modules for course development. Provides curriculum revision services for courses that require only minor modifications by working with subject matter experts as well as higher echelon staff.

• Serves as CeTARS program site Administrator for assigned learning sites; responsible for system security, file management, and data integrity.

• Reviews and interprets new and established directives, instructions, regulations, and delegations of authority for potential impact on schoolhouse objectives, operating policies, training operations, and progress.

• Makes recommendations for changes to CeTARS application programs and online user manuals.

• Prepares internal instructions, operating policies, procedures and guidelines concerning CeTARS and recommends changes and adjustments to assure accomplishment of command goals.

• Uses office automation software to assist in the management and/or program areas of assignment (e.g., if assigned forms management support duties/tasks, uses software to develop forms.)

• Approves, creates and controls all CeTARS users’ system, menu options and database accesses.

• Coordinates computer downtime with Naval Education and Training Program Development Center (NETPDC) for software/hardware maintenance and serves as the primary focal point to coordinate CeTARS user support, timing, frequency and distribution of output reports.

• Coordinates equipment location and relocation assignments.

• Provides in-service training support, such as General Military Training (GMT), as it relates to CETARS and Perseus.

• Serves as Command Representative for the CeTARS User Review Group (URG).

• Assists NETPDC in establishing report completion priorities and acts as an advocate for changes providing technical approval or disapproval recommendations.

• Participates in system tests and reviews as required.

• Serves as the command’s Lead Administrator in the management and maintenance of all instructor training and certifications, Class Event Resource Scheduling (CERS) and test banks for the four supported learning sites.

• Coordinates updates/corrective action with higher echelon/authority module managers.

• Reviews/prepares testing and remediation programs to include "A", "C", “D”, "F" and “G” school testing instruction and provides in-service training sessions/workshops.

• Reviews/evaluates/coordinates review and evaluation of the testing program for consistency with objectives, clarity, continuity, and adequacy of knowledge/performance levels.

• Recorder for the Academic Review Board (ARB). Analyzes ARB results, prepares the final report for command endorsement and develops ARB trend reports.

• Receives telephone calls and visitors. Determines the nature of the business and either assists or refers to the appropriate contact.

• Provides a variety of information regarding the educational opportunities available, advanced degrees, and courses offered.

• Receives and distributes daily mail and messages, recording the receipt, suspense, and completion dates as appropriate.

• Establishes controls/suspense dates and follows up on suspense dates to ensure that required actions/responses are made within deadlines.

• Performs a wide variety of record keeping, updating manuals on policy/directives, reporting and informational duties in support of the organization’s programs/functions/projects.

• Serves as the assistant/alternate CSFE CeTARS Program Manager. In the absence of the CSFE CeTARS Program Manager, assist all seven CSFE learning sites in CeTARS administrator duties to include but not limited to; the schedule for "A", "C", "D", "F", "G" and CECOS schools;

• approves, creates and controls all CeTARS user system menu options/database access; coordinates computer downtime with NETPDC for software/hardware maintenance and server as the primary focal point to coordinate CeTARS user support, timing, frequency, and distribution of output reports

• management and maintenance of all instructor training and certifications, CERS and test bank for all seven learning sites.
